New Entry Quotas for International Internships and Training Courses in Italy

The three-year planning decree 2023-2025 introduces fresh provisions for international interns and trainees interested in Italy. A total of 7,500 entry quotas are allocated for participation in professional training courses within Italy, alongside another 7,500 for the completion of training and orientation internships.


These entry quotas are part of the three-year program running from 2023 to 2025, as specified in the Ministry of Labor and Social Policies' decree dated June 28, 2023. The announcement was published in the Official Gazette on August 7.


While historically these quotas have been underutilized, with only 3,219 out of 15,000 utilized over the past three years, the government maintains the same quota numbers for the 2023/2025 period. This is in anticipation of future collaboration agreements with other countries for facilitating internship entries.

The opportunity for utilizing these quotas is expected to increase in the coming years. Recent regulatory changes enable residence permits issued for study or traineeship purposes to be converted into work permits beyond the quotas at the end of the training period. The "Cutro decree" (Legislative Decree No. 23 of March 20, converted into Law No. 50 of May 5, 2023) has eliminated the requirement for a quota-based conversion, allowing permits to be converted throughout the year without numerical limits.


Key details of the new decree:


For the 2023/2025 period, the June 28, 2023 decree establishes the following maximum entry limits for training and internships in Italy:


- 7,500 openings for professional training courses aimed at qualification recognition or skill certification, lasting up to 24 months. These courses are organized by accredited training institutions in accordance with regional regulations based on the 2008 Agreement between the State and the Regions.


Note that university-organized courses for first or second-level Masters are not included, nor are individual training activities. In such cases, a study/university entry visa is provided.


- 7,500 opportunities for training and orientation internships designed to complement professional training initiated in the individual's home country. These internships are facilitated by regional guidelines in alignment with the August 5, 2014 Conference Permanent State, Regions, and Autonomous Provinces of Trento and Bolzano.


It's important to highlight that foreign citizens residing abroad can enter Italy for internships as an exception to quota-based limitations outlined in immigration laws (Article 27, letter f of the Consolidated Act on Immigration and Article 40, paragraph 9, letter a of Presidential Decree no. 394/99, amended by D.P.R. no. 334/04). While work authorization isn't necessary, a study or training entry visa is required, issued by the country's diplomatic-consular representation where the foreigner resides, within the limits defined by the newly published decree.
