Italian Government Greenlights Three-Year Plan and Supplementary Decree to Manage Immigration Flows!

Italy's forward-thinking approach to immigration takes a significant leap with the government's approval of a comprehensive three-year planning and a supplementary decree. These initiatives, authorized on July 6th, pave the way for over 450,000 entries between 2023 and 2025, with an additional 40,000 entries added to absorb surplus applications.


Promoting legal immigration and addressing labor market demands, the decree expands regular entry quotas for work-related reasons. It broadens the range of professional categories and sectors involved, eliminating transitional measures. The government carefully considered the needs expressed by Italian companies, engaging with employers' associations and trade unions to ensure a well-informed approach.


To meet the immigration requirements, the government plans for a total of 452,000 admissions over the three-year period, while the recorded need stands at 833,000 immigrants. The breakdown is as follows:

The decree identifies various professional skills in demand, including electricians, plumbers, and family caretakers in the social-health care sectors. Moreover, specific attention is given to workers in passenger bus transportation and fishing, with new quotas allocated accordingly.


The quotas also encompass non-seasonal self-employment and subordinate work opportunities in road haulage, construction, tourism-hotels, mechanics, telecommunications, food, and shipbuilding sectors.


Recognizing the significance of agriculture and tourism, special quotas are reserved for workers from countries of origin or transit who enter into agreements promoting regular migration and combating irregular migration. The decree also addresses requests for seasonal work and long-term authorization to enter Italy.


In addition, the Council of Ministers has approved a supplementary decree, which provides an extra quota of 40,000 immigrants. This allocation is exclusively dedicated to seasonal work in the agricultural and tourist-hotel sectors, based on applications received during the click-day event held in March 2023.


Italy's strategic planning and proactive measures aim to manage immigration flows effectively while meeting labor market demands. These initiatives not only strengthen the workforce but also promote integration and contribute to the country's socio-economic growth.
