New Opportunities to Work in Italy: The 2026–2028 Entry Flow Plan Explained

With the Decree of the President of the Council of Ministers of 2 October 2025, the Italian Government has approved a three-year plan for the legal entry of foreign workers into Italy for the period 2026–2028, establishing a structured framework for labour immigration.
Entry quotas for 2026 for the year 2026, the Decree authorises a total of more than 164,000 entries, divided by type of employment as follows:
76,200 entries for non-seasonal subordinate employment
650 entries for self-employment
88,000 entries for seasonal subordinate employment
These quotas are designed to meet the needs of the Italian labour market, particularly in sectors facing significant workforce shortages.
Pre-filling of applications: deadlines and procedure from 23 October to 7 December 2025, it will be possible to pre-fill applications for the work authorisation (nulla osta) through the ALI Services Portal of the Ministry of the Interior. Pre-filling the application is mandatory and is an essential requirement in order to submit applications during the official click days, when applications are formally sent.

Applications may be submitted exclusively on the dates scheduled for each category of workers:
12 January
9 February
16 February
18 February
All submissions must be made through the ALI Services Portal.
Important notice:
no changes can be made to pre-filled applications;
no new applications can be created;
only previously pre-filled applications can be submitted.
The possibility to create new applications will resume from the day following each click day.
